New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

Description
North Somerset Council invites suppliers to express their interest in participating in a market engagement exercise regarding the provision of Extra Care Housing services in Strawberry Gardens, Yatton.
We are seeking feedback from providers to help inform the future commissioning and procurement of Extra Care Housing services. The information provided will be used to understand the current market, identify opportunities and challenges, and support the development of any future procurement approach. Participation does not form part of any formal procurement process and will not be evaluated as part of any future tender exercise.
Extra care housing is housing designed with the needs of older people in mind and with varying levels of care and support available on site. Residents of extra care housing have their own self-contained homes, their own front doors, and a legal right to occupy the property. Extra care housing is not a care home. There is an on-site care provider who will deliver care and support to the residents of the development with a view to enabling clients to remain as independent as possible in their own home. The care provider is also available for any emergency calls required by the clients.
North Somerset Council is committed to offering extra care housing as an alternative to residential care for those people who can no longer manage in their current home due to their care needs.
Suppliers wishing to participate in this market engagement exercise should click the "Express an Interest" button on Supplying the South West portal, complete the Market Engagement Questionnaire, and return it via Supplying the South West portal by Monday 2nd November 2026, no later than 17:00hrs.
Please note: Under the new Procurement Act 2023, the Government has introduced the Central Digital Platform (CDP). All suppliers must be registered on the CDP to participate in procurement opportunities. Further details are provided in the attached Proactis and Central Digital Platform Information Slides.
