Conditions of participation (what you must show)

economic The Council estimates this procurement opportunity based on best market valuation of an estimated contract value of £5,000,000 to £7,000,000 (£500,000 for the delivery of Phase 1, and an additional £4,500,000 to £6,500,000 if extended to Phase 2). To be considered for this opportunity, Tenderers shall have a minimum yearly turnover of at least £4,000,000. The Council will assess tenderers' financial standing as outlined in the Invitation to Tender documents and will reject any tender where the organisation is shown to not meet the minimum criteria stated.

technical The Invitation to Tender documents contain details of our requirements and how to submit a response. For clarity, a Conditions of Participation is that tenderers must be capable of fulfilling all the requirements set out in the Invitation to Tender, including any mandatory minimum criteria. This is tested through the questions set out in Part 1 of the Response Template, which examine the tenderers' experience and suitability, and provides the pass/fail criteria.

Contract length and extensions
11 Jan 2027 to 9 Apr 2027. Extensions: The contract can be extended to include Phase 2 delivery support, as described in the Invitation to Tender documents.

Through procontract.due-north.com ↗ (the buyer's own portal). Electronic submission: allowed.
New to public tenders? Plain-English guide to this page
Framework
An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
Open for bids / closing date
You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
Clarification questions
A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
Conditions of participation
What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
Bids are scored on
How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
Lots
A tender can be split into parts. You can often bid for only the lots that suit you.
Area (ITL)
The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
UK4 and other notice codes
Official codes for the type of notice. A "tender notice" means bids are being invited.

Description

The London Borough of Bromley ("the Council") is seeking a Strategic Delivery Partner to work with the Council's services to Working Age Adults (including services to those residents in transition from Children and Education services to Adult Social Care Services) to transform these services through a programme of transformational change. The requirement for the commission is to give the Council an independent view of what is possible in terms of transformational savings in Working Age Adult (WAA) Services and to use this to enable informed decisions about the services and budget and, ultimately, to improve outcomes for Working Age Adults and their carers. The project will work across two phases: Phase 1: Diagnostic study - A detailed review of current provision and costs to size the opportunities and develop a plan for change. Phase 2: Where the Council is content with the Phase 1 plan for change and savings to be achieved through implementation, the project will move to Phase 2. This could involve the continued support of the Strategic Partner, or alternatively proceed with the work of implementation without further employing the Strategic Partner.
