New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

East Suffolk & North Essex NHS Foundation Trust is undertaking a preliminary market engagement exercise to identify suppliers with the capability to provide electrical safety testing equipment for the testing and verification of medical devices.
The purpose of this engagement is to better understand the current market, available technologies, product capabilities, support arrangements, and potential procurement options available.
This is to become the standard device for the period of 5 years. The Authority will be conducting the further competition under the Procurement Act 2023.
We are seeking information from suppliers that can provide equipment capable of supporting electrical safety testing in healthcare environments, including but not limited to:
• Medical electrical safety analysers/testers
• Portable appliance testing equipment suitable for healthcare applications
• Test instrumentation compliant with relevant electrical safety standards
• Associated software, accessories, calibration, maintenance and training services
This market engagement exercise is for information-gathering purposes only and does not constitute a call for competition, invitation to tender, or commitment by the Trust to procure any products or services.
Responses received will help inform the Trust's procurement strategy and specification development.
The Trust welcomes responses from all interested suppliers and reserves the right to use information gathered through this market engagement solely for the purpose of informing any future procurement activity. Participation in this exercise will not confer any advantage or disadvantage in any subsequent procurement process.
