New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

Description
Oxfordshire County Council (OCC) is undertaking preliminary market engagement to inform its future procurement strategy for the treatment and recycling of food waste and green (garden) waste arising within Oxfordshire.
The Council currently utilises a combination of anaerobic digestion (AD), windrow composting and in-vessel composting (IVC) facilities under existing contractual arrangements. Current arrangements expire in November 2029 and the Council is considering options for future service delivery.
This notice is issued for information gathering purposes only and does not constitute a call for competition, procurement, or commitment by the Council to undertake any specific procurement route. Responses will be used solely to inform the Council's future strategy and requirements.
The Council manages approximately:
• Food waste: circa 25,000-30,000 tonnes per annum
• Green waste: circa 45,000-60,000 tonnes per annum
The Council is exploring future arrangements that:
• Ensure long-term treatment capacity
• Support carbon reduction objectives
• Deliver value for money
• Provide operational resilience
• Support future local government reorganisation arrangements where appropriate
• Encourage innovation and circular economy outcomes
The Council is interested in understanding market appetite for a range of delivery models, including:
• Long-term treatment contracts
• Regional or national treatment solutions
• Joint venture opportunities
• Facility ownership models
• Capacity arrangements
• New infrastructure development opportunities
• Flexible lotting arrangements
