New to public tenders? Plain-English guide to this page
Framework
An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
Open for bids / closing date
You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
Clarification questions
A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
Conditions of participation
What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
Bids are scored on
How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
Lots
A tender can be split into parts. You can often bid for only the lots that suit you.
Area (ITL)
The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
UK4 and other notice codes
Official codes for the type of notice. A "tender notice" means bids are being invited.

Description

You are invited by Islington Council (the “Authority”) to tender for the Contract. The information that you need to complete this tender exercise will be found in this document and any additional documents that have been uploaded to the London Tenders Portal (“LTP”). The London Borough of Islington is seeking to appoint a suitable contractor for the supply, installation, maintenance and repair of secure bike hangars across the borough. The contract will support the delivery of the Council’s bike hangar programme at both on-street and housing estate locations. The successful contractor will provide the manufacture and supply of bike hangars, installation services, and a responsive call-off maintenance and repair service. The contract will operate on a demand-led call-off basis with no guarantee of minimum volumes. The Council intends to appoint a single supplier under a long-term agreement to support the continued expansion of secure bike parking provision, encourage active travel, and contribute to wider environmental and transport objectives. The agreement will run for a period of 60 months. It is estimated that the Contract will start in February 2027 with the option to extend for up to 24 months (in two periods of up to 12 months each) subject to satisfactory performance and available funding. The maximum estimated budget for this Contract is £3,269,274.00 excluding VAT for the term of the Contract. Any bids over this amount may be disregarded. The end date for submissions is 9 November 2026 at 12pm. Late submissions will not be accepted.
