New to public tenders? Plain-English guide to this page
Framework
An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
Open for bids / closing date
You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
Clarification questions
A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
Conditions of participation
What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
Bids are scored on
How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
Lots
A tender can be split into parts. You can often bid for only the lots that suit you.
Area (ITL)
The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
UK4 and other notice codes
Official codes for the type of notice. A "tender notice" means bids are being invited.

Description

His Majesty's Revenue and Customs (HMRC) are inviting suppliers to submit tenders for the supply of Cryptoasset Investigation Services. HMRC are seeking to tackle the exploitation of cryptoassets being used to facilitate laundering or launder the proceeds of HMRC predicate offences. The list of non-exhaustive services are as follows: • Licenses to tracing Solutions - specialist commercial SaaS-based tools to provide investigative, analytical and evidential capabilities to HMRC. • Blockchain forensic investigative support - access to expert investigators for support in investigating complex modern crypto-enabled crime, combating new and innovative criminal techniques, and supporting case work including developing courtroom-grade evidence. • Application Programming Interface (API) calls - APIs that allow investigators to query blockchain data at scale, automatically, and in real time. • Solution training. • Training pathways for the upskilling of HMRC investigators, at both core and advanced levels. These products/services are expected to be key enablers to delivering the following capabilities: • Automated triage • Deep forensic analytics • Cross-chain tracing • Attribution and risk scoring • Bulk data and API handling • Investigative support • Advanced visualisation • Alerts and proactive intelligence • Secure, compliant operation • Training, mobile triage support and administrative oversight. This procurement is structured as 2 Lots within a single HMRC led Open Procedure resulting in the award of two separate contracts, one per Lot. It is not intended to establish a framework agreement. Suppliers may bid for either, or both Lots but shall only be awarded one. Each contract shall be for a period of 2 years with an option to extend a further year (exercisable by HMRC only) and an option to purchase further services up to 15% per annum. The contracts are distinguished by their volumes: Lot 1 - Contract 1: Provides per annum 55 licenses, 550 hours of investigative support, 2 million API calls, core training for up to 55 people and advanced training for up to 12 people. Total estimated value (over three years and inclusive of 15% option): £2,622,000 excluding VAT. Lot 2 - Contract 2: Provides per annum 20 licenses, 200 hours of investigative support, 1 million API calls, core training for up to 20 people and advanced training for up to 9 people. Total estimated value (over three years and inclusive of 15% option): £1,311,000 excluding VAT. The volumes (and values) stated for both Lots are are indicative only and the HMRC makes no representation that these volumes will remain the same throughout the Contract periods. The requirement is structured to enable Suppliers to tender for any of the advertised Lots. To maximise opportunities for participation and support a diverse and resilient supplier base, the Authority intends that no supplier will be awarded more than one Lot.
