Framework
An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
Open for bids / closing date
You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
Clarification questions
A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
Conditions of participation
What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
Bids are scored on
How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
Lots
A tender can be split into parts. You can often bid for only the lots that suit you.
Area (ITL)
The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
UK4 and other notice codes
Official codes for the type of notice. A "tender notice" means bids are being invited.

Description

Eastleigh Borough Council (the Authority) is seeking to appoint an expert Main Contractor to undertake the design & build of 192 new mixed tenure homes in Botley, Eastleigh, Hampshire. Full development consent has been secured in 2026. The Authority committed itself to provide new homes, services and infrastructure, at this development, known as Kings Copse Avenue (KCA). KCA is a key part of the Authority's self-delivery of housing pipeline. A dedicated project delivery team has been established that has overseen the planning stages and will support delivery of the development. Planning Application (F/25/100141) lists the permission secured for the 192 new homes, the Authority has an adopted policy of 'infrastructure first' and commits to progress our own developments at pace, taking all reasonable steps ahead of a main contractor award, to de-risk the development, to aid a swift start, leading to occupations. The programme anticipates a start on site in Q3 2027, first plot completions in early 2028 and final completion in late 2030, delivering all 192 plots together as a single phase with the associated infrastructure, soft and hard landscaping and open spaces. The Authority seeks to appoint the works required at KCA, pursuant to a JCT Design and Build Contract 2024. Further details in relation to KCA and the works required are provided in the Project Brief, which is provided as part of the associated tender documents for this procurement. The contract will be awarded as one Lot. This procurement process is following a competitive flexible procedure under the Procurement Act 2023 and is split into the following phases. Phase 1 - Procurement Specific Questionnaire (PSQ) Potential suppliers will be required to complete a Procurement Specific Questionnaire (PSQ) compromising: • Pass/fail questions setting out Conditions of Participation • Questions on technical capabilities which will be evaluated and scored. The PSQ is to be returned by 11/11/2026, with clarifications closing on 06/11/2026. The Authority intends that it will invite the four highest scoring potential suppliers - based on the scored technical capability responses - that satisfy Conditions of Participation to participate in an invitation to tender (ITT) stage. Phase 2 - Invitation to Tender (ITT) The ITT phase is intended to comprise of: • A pricing submission; • A development specific technical submission; and • Interviews with potential suppliers. Each submission and the interviews will be evaluated and scored. If the Authority does not conduct a BAFO stage, the contract will be awarded to the supplier whose tender is determined to be the most advantageous tender following evaluation of the ITT submission and interview in accordance with the award criteria and assessment methodology set out in the associated tender documents provided to suppliers invited to the ITT stage. Phase 3 - Optional BAFO Stage Following evaluation of the initial tenders and interviews, the Authority reserves the right, but is not obliged, to invite all potential suppliers remaining in the procedure to submit a Best and Final Offer ("BAFO"). The Authority may invoke the BAFO stage where it considers that suppliers should be given an opportunity to improve their tenders in relation to price, quality and/or contractual matters before the final award decision. If the BAFO stage is used, the Authority will notify participating suppliers of the timetable, permitted scope of revisions and applicable submission requirements.
