New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

Description
Annual provision of Mosaic Public Sector at household level for the Essex County Council area. This is for more than 650k households across Essex (Essex districts only, no Southend and Thurrock).
• Mosaic is a ready-made national customer segmentation tool developed by Experian
• Mosaic classifies every household in the UK into one of 18 national 'groups' and 68 'types', based on their
social, cultural and economic behaviour
• Mosaic contains over 1,200 indicators which describe the likely characteristics and behaviour of each household
• Mosaic contains data on themes such as demographics, lifestyles and communication preferences
• Data is updated annually, and recently substantial improvements have been made to the dataset, moving from Mosaic version 7 to Mosaic version 8.
• Mosaic is Experian's own dataset, not open access to the public, and unique in its breadth and depth. It is
providing us with Essex-specific data on a household level, i.e. much more granular than publicly available data.
Mosaic can be used for a variety of purposes, including:
• To target specific sets of residents based on characteristics of our choosing
• To profile current service users to better understand potential need and future demand for services
• To tailor the way we interact with different types of residents
• To target the allocation of preventative resources more effectively
• To better inform our communications and marketing campaigns
NB: This is a two year extension to an existing contract.
