New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

Description
Warwickshire County Council (the Council) is responsible for arranging the reprocessing of waste collected at its HWRCs. Eight of the HWRCs are operated directly by the Council, while Judkins HWRC is operated on the Council's behalf by a Supplier. The waste management team ensures that waste from the HWRCs is managed in accordance with the waste hierarchy and the Council's waste strategy. To support this, the Council has a number of contracts in place for the reuse, recycling, recovery or disposal of waste materials brought into the site by the public, the waste collection authorities and traders. The location of Warwickshire HWRCs is shown in Annex A. The number and location of HWRCs, together with site operational practices may be subject to change throughout the life of the contract.
1.2 One of the waste materials the Council needs to have a reprocessing contract for is inert waste. Therefore, the Council is seeking a single contract covering the collection/ haulage and reprocessing requirement for Inert Waste.
1.3 The Council is looking for the provision of a service which will include all the following core requirements, each of these points are fully expanded in the specification:
Collection and haulage
Provision of a safe collection and haulage service for Inert Waste from specified HWRCs, as requested by the Council and within the specified response times.
Permitted facilities.
Provision and operation of a suitable Environment Agency permitted Delivery Point(s) and End Destination site(s) for the safe receipt and reprocessing of Inert Waste from the HWRCs.
Acceptance of Inert Waste delivered directly by, or on behalf of, the Council at the Supplier's permitted facilities
Reprocessing and compliance
The safe reprocessing of Inert Waste, in accordance with all relevant legislation and regulatory requirements, to produce recycled or reusable products/outputs that meet quality standards and/ or end of waste criteria. With a minimum reuse or recycling rate of 95% by tonnage.
