New to public tenders? Plain-English guide to this page
- Framework
- An agreement that sets terms for work the buyer may order later, often from several suppliers. The value shown usually covers the whole agreement, not one job.
- Open for bids / closing date
- You must submit by the closing date and time, normally through the buyer's own online portal. Late bids are normally refused.
- Clarification questions
- A deadline for asking the buyer questions about the tender. It is earlier than the closing date.
- Conditions of participation
- What the buyer asks suppliers to show before they can be considered, such as experience, insurance or accreditations.
- Bids are scored on
- How the buyer will compare bids, usually a split between price and quality. A 60/40 split in favour of quality means the cheapest bid will not necessarily win.
- Lots
- A tender can be split into parts. You can often bid for only the lots that suit you.
- Area (ITL)
- The buyer names an official statistical area for where the work is, not a street address. Check the tender documents for the actual sites.
- UK4 and other notice codes
- Official codes for the type of notice. A "tender notice" means bids are being invited.

Description
Enfield Council is seeking to appoint a single suitably qualified Consultant to deliver stock condition surveys across its housing stock of approximately 15,800 properties, which include tenanted, leasehold and high-rise blocks. The surveys will refresh the Council’s stock condition data in its Apex asset management system and support the following:
its 30-year Business Plan and Housing Asset Management and Sustainability Strategy;
Decent Homes Standard and HHSRS compliance;
the Homes (Fitness for Human Habitation) Act 2018;
Awaab’s Law;
its net zero carbon by 2040 and SAP 86 by 2030 targets.
The services comprise:
validation surveys of existing records, and more comprehensive attribute and characteristic surveys where data is missing or unreliable;
whole-block surveys, including an internal sample of about 10% of dwellings;
HHSRS assessments, with immediate reporting of Category 1 hazards (and Category 2 damp and mould);
RdSAP EPC assessments by accredited energy assessors where instructed;
resident liaison, appointment management and no-access evidence;
weekly reporting, trackers and data uploads, plus a 50-property pilot.
The programme is indicatively 20% of stock per year, called off at fixed rates irrespective of volume variation. The lead Consultant must be a Chartered Building Surveyor on the RICS Accreditation Register.
Not the total contract value is only inclusive of the initial term, not the extension periods.
